The 28th of May 2015, the Metropolitan City of Turin hosted the roundtable "EPC contracts and the future launch of investments in the metropolitan area of Turin: the involvement of ESCOs", organized together with the other project partners: Piedmont Region, City of Turin and Environment Park.
The "Energy Performance" contracts are a new form of financial partnership between local government and private investors and provide that a third party, the ESCo, finance the operation of energy efficiency getting paid by the savings on utility bills for some years.

For the success of the project, representatives of ESCOs, public institutions and public finance, were called to give their active contribution, sharing their experience. Works were carried out by splitting the participants, forty, in three roundtable, moderated by the partners, on the main topics of interest previously identified: How to tackle the problems of access to credit? What are the terms and conditions that meet the needs of ESCO? How to set up the management contract and the design aspects?

Discussions led to a series of considerations and directions very interesting, such as the need for the project to set up a guarantee fund in conjunction with other forms of contribution; the request for guarantees for a 20-30% of Equity; the appropriateness of including in the notice also the electrical component in addition to the heat; the need of monitoring the energy performance obtained after the intervention; granting the ESCo economic benefits arising from public incentives; the preparation of a tender regulations flexibly enables ESCOs to offer solutions with maximum autonomy; the forecast of an average duration of the contract of 12 years; the establishment of a Guarantee fee for the analysis of disputes; the obligation for municipalities to have, including associations, an energy manager.
