Launched the first EPC tender

The metropolitan City of Torino has published the first EPC tender in the framework of the European project 2020Together. The call, open until March 29 2016 is targeted to ESCOs for the energy renovation of 18 public buildings in 5 municipalities of the metropolitan territory: Bruino, None, Orbassano, Piossasco e Volvera.

All the buildings involved, 15 public schools, 2 gyms and 1 city hall, have been subjected to energy audits in order to find out the potential heat consumption savings In relation to the conditions of the buildings and their historical consumption. The analysis conducted within this first group of buildings pointed out a rate of savings, compared to the current and historical expenditure, varying from 11% to 40%, depending on the municipalities, for an assumed total investment slightly lower than 2 million Euros. The energy retrofitting interventions will be proposed directly by the ESCO and must ensure results of energy saving and investment higher than those identified in the tender.

The winner ESCO will run an initial phase in which it will carry out the energy retrofitting interventions offered and a second phase of management and supply of fuel for 12 years.

The financing model is Innovative: the ESCO realize the energy renovations at their own expense and are paid over the years depending on the energy savings actually achieved. In this way, the municipalities have the advantage of not having to sustain investment costs and not assuming the risk associated with the actual performance of interventions.

The call is managed by the Metropolitan City of Torino, that acts as the contracting authority on behalf of the municipalities in order to help local authorities to achieve economies of scale and provides them the necessary technical support. The first deadline is the request for mandatory buildings inspections which must be received by each municipality concerned via certified mail within January 28 2016. The deadline for tenders submission is instead set at 29 March 2016.

Energy audits

In order to rapidly prepare next tenders, follows the energy audits on buildings and public lighting systems of the remaining 18 municipalities involved in the project.

In particular, until today have been carried out audits for 15 other buildings (11 schools, 2 municipal buildings - one with an adjoining school -, a swimming pool and a retirement home) in the municipalities of Borgone Susa, Germagnano, Rivalta, Sant'Ambrogio, Settimo Torinese, Turin and Metropolitan city of Turin. The audits on the buildings of San Maurizio Canavese have just began.

About public lighting, 6 municipalities are involved: Azeglio, Baldissero Torinese, Bibiana, Bussoleno, Pecetto Torinese and Rivalta, for a total of 4952 light points.

PRO-LITE event

On the 20th of January, at OPEN INCET, via Cigna 95 in Turin, from 14.30 to 18.30, an event about the national dissemination of the project PRO-LITE - Procuring Lighting Innovation and Technologies in Europe will be held. The City of Turin is partner. The focus is on public procurements of innovative solutions and new contractual instruments in the field of public indoor and outdoor lighting, closely connected with the activities taking place in the project 2020Together who is invited to bring its experience to the round table.

The event is organized as part of the Turin PPI DAYS, a series of events through which during the 2016, the City of Turin will promote the debate on public procurement as a tool to stimulate innovation in the Public Administration.
